The "clicking" is snare rim shots
Not a rim shot (hitting the head of the drum and the rim simultaneously) but hitting just the rim. The drummer is using the rim as a cymbal. It's a little unusual, but it's an option. I think it works here.

I am not a fan of RH, and was listening on SONOS, out of sync, and reading the details for the next track (Lucky, Radiohead), and failed to twig that this wasn't it. Then Lucky came on and I decided I liked it better. Not sure where that leaves me! The followup Strange Days definitely perked me up.
Released in 2005 though the band does have a 'vintage' classic rock sound; maybe that's what they call "stoner rock?" - and I really like this one too....I love the drums from the first note and usually crank the volume up a bit....LLRP!!

Both songs are in E minor, the chord progressions, melodies, and tempos are different. Incidentally, Split Enz were from New Zealand.

Melodically, I don't hear that, but the singer does go into that "strained yodeling" technique that Jack Bruce often indulged in. Quite a likable tune, by the way.
