Sorry to come off that way, I am actually in a good mood this morning.  However I do believe that a lot of their leaders are fundamentalist in particular the Mullahs in the Islamic countries.  What is going on in Africa is an already culturally embedded fear of homosexuality being exploited and inflamed by fundamentalist evangelicals and as noted before some of them American in origin.  As far as the Hindu and Buddhist regions of India and Asia, I admit I don't know very much about what is driving them and was surprised to see these laws in place in those regions.

If you are trying to equate domestic conservatives to other fundamentilist leaders abroad as some type of news to me, it is not. I believe that is what we call a no brainer.  Fundamentilism is fundamentalism regardless of the geography or the religion it is being unleased at and through.  You must acknowledge that the pampering would not exist without the religion driving the people to believe the tripe and demanding their leaders to act accordingly.  And your point about the lawmakers being cynical and opportunistic, well the sky is blue......

I doubt that. At least in some cases the 'lawmakers' are just cynically and opportunistically pampering to some portion of the people for power.

This is not just a Ugandan issue:  (notice how this could also be a map for devout fundamentalist religions?)

I think there was a documentary about the first one that follows:
